Local Development Plan 2010-2025

The City and County of Swansea Council has prepared the Deposit version of the Local Development Plan (LDP) 2010-2025 and it will now be subject to a public consultation from Monday 27th June to 12th August 2016.  The LDP will, upon adoption, replace the current development plan and be the basis for decisions on land use planning matters for Swansea.

The deposit consultation documents include the,

· Deposit LDP;

· Sustainability Appraisal Report

· Habitats Regulations Assessment Report;

and are supported by the following:

· Initial Consultation Report;

· List of supporting documents including background papers and evidence base.

Copies of the documents will be available for inspection at the Council’s Planning Offices (City & County of Swansea, Civic Centre, Oystermouth Road, Swansea, SA1 3SN), Monday to Friday between 8.30am and 4.30pm, and at all public libraries.

The Deposit LDP will be considered by an independent inspector who will assess if it is ‘sound’. There are a number of tests of soundness and these can be found on the form for making representations. Objections to the deposit LDP should make reference to these tests wherever possible.

Any representation proposing to add a new site should include a sustainability appraisal that uses the same sustainability framework as set out in the Council’s Sustainability Appraisal of the Plan. The information must be consistent with the scope and level of detail in the Council’s sustainability appraisal and should refer to the same baseline information in identifying the likely significant effects of the revised policy or new site.

The Local Planning Authority can decide if it is in favour of any changes proposed and may itself put forward ‘Focussed Changes’ for the inspector to consider. Representations ‘duly made’ will also be considered by the inspector appointed to examine the soundness of the plan.
